• “Zaborg the Thunder Monarch”’s effect targets.

• If you target “Chaos Command Magician” with “Zaborg the Thunder Monarch”’s effect, the effect is negated.

• If you Tribute Set “Zaborg the Thunder Monarch” face-down the effect is not activated.
